The Albert Lea HRA has developed its Capital Fund Plan and is amending the 5-Year Capital Plan and its Annual Plan. The most current draft is available for review at the Administration Office located at 800 Fourth Ave South, during normal business hours.

Comments on the plans may be submitted in writing by January 9, 2025, or at the public hearing. The public hearing will be held on January 16, 2026 at 2:00 p.m. in the Albert Lea HRA Community Room, 800 4th Ave South, Albert Lea, MN to provide public comment.

Each PHA must adopt its written Admissions and Continued Occupancy Plan (ACOP) and its Housing Choice Voucher Administrative Plan, including changes to the Public Housing Lease.

Over the last several months, staff have gone through each policy to ensure that our policy is accurate and up to date. For many HUD regulations, the PHA does not have a choice on how it will implement the policy, but with some regulations, the PHA has choices for what they would like in their policy to be, as long as it is within HUD guidelines.

The Albert Lea HRA (ALHRA) is announcing a public comment period for changes to its Admissions and Continued Occupancy Plan (ACOP); its ALHRA Public Housing Lease, and its ALHRA Housing Choice Voucher Administrative Plan. The most current drafts are available for review starting September 3, 2025, at the Administration Office located at 800 Fourth Ave South, during normal business hours and on the HRA’s website: www.albertleahra.com. Comments on the drafts may be submitted in writing and are due by Tuesday, October 21, 2025, at the Administration Office located at 800 Fourth Ave South, Albert Lea, MN 56007. In addition, a public hearing will be held during the ALHRA Board meeting on Tuesday, October 28, at 5:30 p.m. in the Albert Lea HRA Community Room, 800 4th Ave South, Albert Lea, MN, to provide public comments. The public is invited to attend.

Mission Statement

The mission of the Albert Lea HRA is to provide safe and decent affordable housing to the communities and citizens it serves.

To that end it is the pledge of the agency to provide these services based upon the individual merits of the families and individuals and without consideration of their race, creed, color, religion, national origin, disability, or familial status.

To fulfill this mission, the HRA will embrace high standards of ethics, management, and accountability and will forge new partnerships and working relationships with other community organizations and local governments.
